You can create multiple levels & tiers using Spaces in Community in the following steps:
1. Click on the Commerce tab on the left side bar.
2. Click on Community.
3. Click on the Community you want to edit.
4. Click on Settings button.
5. Click on Spaces to create as many spaces as you like.
6. Setup Pricing for your Spaces as needed.
7. Hit Save.
